Sažetak
Stvaranje urbanog zelenila, kao važnog elementa životne sredine urbanih struktura u kojima se prirodno okruženje prepliće sa okruženjem koje stvara čovek, u velikom broju slučajeva smatra se izazovom. To je posebno izraženo u zemljama u razvoju i u slučajevima kada su prostor i resursi ograničeni. Na osnovu višedecenijske prakse izrade, ali što je još bitnije, sprovođenja planske dokumentacije, možemo zaključiti da do najvećeg manjka zelenih površina prilikom privođenja prostora nameni dolazi zbog nedostatka i nedorečenosti propisa u ovoj oblasti. JP "Urbanizam" već dugi niz godina aktivno je učestvovao u pripremi nacrta propisa koji su trebali precizno da normiraju parametre za ozelenjavanje, ali isti nažalost nikada nisu usvojeni. Iz tog razloga analizirali smo mogućnost izmena aktuelnog Zakona o planiranju i izgradnji i relevantnih podzakonskih akata, te svoja saznanja prezentovali donosiocima predmetnih propisa prilikom javne prezentacije izmena Zakona 2023. godine. Sva stečena iskustva, kao i principi Zelene agende dosledno su implementirani i u plansku i ostalu relevantnu dokumentaciju koja je pripremana u JP "Urbanizam" Novi Sad.
Abstract
The creation of urban greenery, as an important element of the urban structures' environment in which the natural environment intertwines with the man-made environment, is considered a challenge in numerous instances. This is particularly distinct in developing countries and in cases where space and resources are limited. Based on decades of practice in drafting, but more importantly, implementing planning documents, we can conclude that the lack of green areas, when adapting the space for intended use, largely occurs due to insufficient and vague regulations in this field. For many years now, PE "Urbanizam" has actively participated in the preparation of draft regulations that were supposed to precisely standardize the parameters for greening, unfortunately they have never been adopted. For this reason, we analyzed the possibility of making amendments to the current Law on Planning and Construction and relevant bylaws, and presented our findings to the makers of relevant regulations during the public presentation of amendments to the Law in 2023. All the experiences gained, as well as the principles of the Green Agenda, have consistently been implemented in the planning and other relevant documents prepared by PE "Urbanizam" Novi Sad.
