Sažetak
Integracija zelene agende u rane faze urbanističkog planiranja ključna je za održive i ekološke gradove. Rad istražuje koncept zelene agende, njenu ulogu i primenu u savremenom urbanizmu i značaj za dugoročni razvoj gradskih sredina. Analizom primera dobre prakse iz Evrope predstavljaju se gradovi koji su uspešno implementirali strategije zelene infrastrukture, gde su projekti održivog razvoja postali standard u urbanističkom planiranju. Rad se zatim bavi ispitivanjem trenutnog stanja u Srbiji, sa posebnim osvrtom na gradove u južnom delu Srbije. Ispituje se planska dokumentacija i regulativa, koje defi nišu procenat zelenih površina u urbanim zonama, kao i postojeće strategije za sprovođenje ciljeva održivog razvoja. Fokus je na identifi kaciji odstupanja između planiranja i realizacije, naročito u pogledu nedostatka zelenih površina i zanemarivanja značaja zelenila i uređenih slobodnih prostora u procesu urbanističkog projektovanja. U završnom delu rada formulišu se konkretne preporuke za unapređenje urbanih prostora, sa ciljem adekvatnije integracije zelene infrastrukture i stvaranja ekološki prihvatljivijih gradova i zdravijih urbanih sredina, prijatnijih za život stanovnika. Neophodno je povećati svest o važnosti uključivanja ovog koncepta u rane faze urbanističkog planiranja, pre nego što se pristupi izradi planova nižeg reda. Ukoliko principi zelene agende nisu integrisani u ovom periodu, kasnije će biti značajno teže i skuplje uvođenje zelenih površina u urbano tkivo.
Abstract
The integration of the green agenda into the early stages of urban planning is crucial for the development of sustainable and environmentally friendly cities. This paper explores the concept of the green agenda, its role and integration in contemporary urbanism, and its significance for the long-term development of urban areas. By analyzing best practices from Europe, the study presents cities that have successfully implemented green infrastructure strategies, where sustainable development projects have become a standard in urban planning. The research continues with an examination of the current situation in Serbia, with a particular focus on cities in the southern region. It analyzes planning documentation and regulations that define the percentage of green spaces in urban zones, as well as existing strategies for achieving sustainable development goals. The focus is on identifying discrepancies between planning and implementation, particularly regarding the insufficient provision of green spaces and the neglect of their importance in urban design. In the final section, specific recommendations are proposed to improve urban spaces, aiming for a more effective integration of green infrastructure and the creation of environmentally sustainable and functional cities. It is essential to raise awareness of the importance of integrating this concept into the early stages of urban planning before proceeding with the development of lower-tier plans. If green agenda principles are not integrated at this stage, introducing green spaces into the urban fabric later will be significantly more difficult and costly.
