Sažetak
Finansijska održivost vodovoda od suštinskog je značaja kako bi se osigurao nivo investicija potreban za rehabilitaciju mreža, zamenu vodomera i implementaciju plana za monitoring mreže, te je stoga jedan od stubova efikasne kontrole neprihodovane vode (NRW - Non-revenue water). Nakon decenija ograničenih investicija, Vodovod Zrenjanina (Srbija) pokrenuo je plan s ciljem postizanja održivosti. Podržan značajnim poboljšanjem kvaliteta vode, koje će pružiti lokalno postrojenje za prečišćavanje vode od strane Pannonian Water (Metito Group) i izgradnjom nove faze predtretmana, Vodovod namerava da implementira akcioni plan za kontrolu NRW, pri čemu je DouroECI odgovoran za njegovu izradu. Sa ukupnim trajanjem od 14 meseci, uključujući implementaciju pilot zone, osnovne zone bilansiranja (DMA - District Metered Area), glavni cilj plana koji će biti razvijen je da se ukaže na neophodne kratkoročne i srednjoročne investicije, predstavljajući taktike kontrole NRW i prioritete prema njihovom trošku i koristi.
Abstract
The financial sustainability of water utilities is essential to ensure the level of in vestment necessary for the rehabilitation of networks, the replacement of water meters, and the implementation of a network monitoring plan, thus being one of the pillars of effective control of Non-Revenue Water (NRW). After decades of limited investment, the water utility of Zrenjanin (Serbia) has launched a plan aimed at achieving sustainability. Supported by a substantial improvement in water quality provided by the acquisition of the local WTP by Pannonian Water (Metito Group) and the construction of a new pre-treatment stage, the utility intends to implement an action plan for the control of NRW, with DouroECI responsible for its development. With a total duration of 14 months, including the implementation of a pilot District Metered Area (DMA), the main objective of the plan to be developed is to outline the necessary short and medium-term investments, presenting NRW control tactics and prioritizing them according to their cost and benefit.
