The Northern Croatian Littoral corresponds to the Istria-Kvarner area, in which Pula is located, on the southwestern edge of Istria. As an administrative and economic centre, Pula is the largest town in Istria, with a population of 52,220 according to the 2021 census. The urban centre, with its surrounding territory (ager) dating back to antiquity, has utilised the western coast of the Pula region for its development. In 1859, the Austrian Empire and the Austro-Hungarian Navy chose Pula as the main naval base on the Adriatic. The development of the tourism industry in the area, which was underdeveloped compared to the Kvarner region, began in the 1960s as a result of its position relative to the main areas in tourist demand. This paper aims to explore the achievement of the set development goals for the integration of Muzil, an area that had been continuously militarised for more than 150 years and is inaccessible to the public, into the sustainable urban system of the town of Pula. The future spatial (functional and structural) expansion of the town within the Muzil neighbourhood, spanning 180 hectares, is possible as a result of high-quality infrastructure and free space stretching to the coast. The current government believes that Muzil should be opened to the citizens, and that this area can serve as a large botanical garden, a green oasis, a promenade, but it must also have commercial amenities. This paper partly serves as the basis for understanding the contemporary and future transformation, under the influence of tourism management, of the town of Pula according to the actual needs of the town and its citizens and in accordance with new insights.
