Komunalna higijena pijaca i mere zaštite životne sredine na teritoriji gradskog naselja Beograd

Sažetak
Predmet istraživanja rada su komunalno-higijenski problemi pijaca na teritoriji gradskog naselja Beograd. Pijace mogu biti zatvorene ili otvorene, multifunkcionalne ili "pijaca-trg", zatim mogu biti robne, auto-pijace, stočne pijace i kvantaške pijace. Prilikom istraživanja analizirana su planska dokumenta i obavljena terenska istraživanja kako bi se utvrdilo recentno stanje. Osim obimne dokumentacije Grada Beograda u vezi sa upravljanjem prostorom, Plan generalne regulacije mreže pijaca na prostoru generalnog plana Beograda ("Sl. list Grada Beograda", br. 67/13) defi niše jedinstveno upravljanje i razvoj sistema pijaca na teritoriji Beograda. Pijacama na teritoriji gradskog naselja Beograd upravljaju JKP "Gradske pijace", JKP "Poslovni centar Zemun", kao i opštinska preduzeća. Dominantni komunalno-higijenski problemi u zonama pijaca uslovljeni su neadekvatnom infrastrukturom, neadekvatnim upravljanjem otpadom, povećanom bukom, gužvama u saobraćaju, nedostatkom parking mesta i neadekvatnom komunalnom infrastrukturom. Najveći deo beogradskih pijaca je potrebno rekonstruisati čime bi se otklonili komunalnohigijenski problemi i problemi u zaštiti životne sredine. Cilj istraživanja je utvrđivanje recentnog stanja na pijacama u granicama gradskog naselja Beograd, ali i analiza problema u sistemu upravljanja. Rekonstrukcijom pijaca je moguće umanjiti ili otkloniti komunalnohigijenske probleme, ali i izmenom i redefi nisanjem neadekvatnih planskih dokumenata.
Abstract
The subject of this research represents the community hygiene problems of markets in the territory of the urban settlement of Belgrade. Markets can be closed or open, multifunctional or "market-squares", then commodity markets, car markets, cattle and quantum markets. In order to determine the current situation, planning documents were analyzed and field research was carried out. Apart from the extensive spatial management documentation of the City of Belgrade, the Plan for general regulation of market network in the area of General plan of Belgrade ("Official Gazette of the City of Belgrade", no. 67/13) defines the unique management and development of the market system in Belgrade urban settlement. Markets in the Belgrade territory are managed by PUK "Gradske pijace", PUK "Poslovni centar Zemun", as well as by municipal enterprises. Dominant community hygiene problems in market areas are caused by inadequate infrastructure, inadequate waste management, increased noise, traffic jams, lack of parking spaces and inadequate communal infrastructure. The most of Belgrade's markets need to be reconstructed, which would eliminate community hygiene and environmental protection problems. The goal of this research is to determine the recent state of the markets within the borders of the urban settlement of Belgrade, but also to analyze problems in the management system. It is possible to reduce or eliminate community hygiene problems by reconstructing the markets, but also by changing and redefining inadequate planning documents.
