Competence of road managers and local self-governments: Law and practice

Abstract
Considering the complexity of the road network, the legal regulations must be clear. The passage of state roads through settlements causes one of the main road safety problems due to the appearance of speed dispersion in the traffic flow and the appearance of different categories of traffic participants (motor vehicles, pedestrians, cyclists, people with special needs). According to the Law on Roads, it is mandatory to keep records of the road and traffic technical data of the road infrastructure manager. That is why it is very important to define the boundaries of the settlement, by placing traffic signs "settlement" III-24 and "end of settlement" III-24.1 in adequate places. By establishing and developing databases, JP "Roads of Serbia" strives to use the latest technologies to provide up-to-date and accurate data that can be used in all phases of road exploitation, from planning and design to construction and maintenance. This paper will present an overview of the legal regulations related to the division of responsibilities between state and local road managers and how databases can help in fulfilling the duties prescribed by law and making decisions. Also, the application of new technologies in the field of databases will be presented with the aim of a clear division of responsibilities between state and local road managers.
