Abstract
The paper analyzes the basic characteristics of planning at the local level, as well as the role of the local level in spatial planning systems in European countries, EU members and those that are not. Although it is the oldest, deeply rooted and most detailed territorial level, which continues to gain importance in planning and management, there are numerous inconsistencies in the functioning and realization of all its responsibilities, especially in countries with a less developed planning system. In addition to the overview of the common characteristics of planning at the local level - the competence of local self-government, basic planning documents, etc. the paper also points out the differences related to: the size of the local territory, the obligation of planning solutions defined in higher-order planning documents, strategic approach in city planning, association of municipalities, comprehensive or sectoral and problem-based approach in planning, examples of special local planning documents, etc. The importance of the local level in planning is also supported through European research projects. In addition to pointing out the results of the comparative analysis, the aim of the paper is to highlight the importance of European recommendations and general guidelines defined in the context of planning at the lowest territorial level, while respecting local specificities, as well as to contribute to further affirmation and strengthening of the local level in planning in Serbia.
