Prirodne katastrofe izazov funkcionisanja sistema nacionalne bezbednosti Republike Srbije
Natural disasters challenge the functioning of the national security system of the Republic of Serbia
Abstract
Različite sile prirode, destruktivnim delovanjem i intenzivirane raznim faktorima, ugrožavanjem života, zdravlja i blagostanja ljudi i materijalnih dobara, mogu nepovoljno da utiču na savremeno ljudsko društvo, životnu sredinu, privredne i ekonomske sisteme organizovanih zajednica. Prirodne katastrofe manifestovane kao izazovi, rizici i pretnje, svoj uticaj na ljudsku zajednicu ispoljavaju na globalnom, lokalnom i individualnom nivou. Prirodne katastrofe, kao jedan od fenomena nastalih delovanjem prirode, najčešće izlaze van granica mogućnosti ljudskog delovanja, teško se mogu predvideti, a još teže sprečiti ili kontrolisati. Cilj rada je da se sagleda na koji način izazovi a koji se manifestuju kroz prirodne katastrofe imaju sposobnost da ugroze stabilnost države, odnosno ugroze ljudske i materijalne resurse, a sa druge strane koliko je država kroz sistem nacionalne bezbednosti funkcionalna da obezbedi sigurnost od prirodnih katastrofa koje će sve više biti prisutna u budućnosti, i koja će i te kako uticati na zdravlje populacije.
Sažetak
Various forces of nature, by their destructive action and intensified by various factors, endangering the life, health and well-being of people and material goods, can adversely affect modern human society, the environment, economic and economic systems of organized communities. Natural disasters, manifested as challenges, risks and threats, exert their influence on the human community on a global, local and individual level. Natural disasters, as one of the phenomena created by the action of nature, most often go beyond the limits of human action, are difficult to predict, and even more difficult to prevent or control. The aim of the work is to see how the challenges that manifest themselves through natural disasters have the ability to threaten the stability of the state, i.e. threaten human and material resources, and on the other hand, how functional is the state through the national security system to ensure safety from natural disasters that will be increasingly present in the future, and which and how will affect the health of the population.
