Značaj ekološkog inženjerstva za izradu dokumenata za upravljanje udesom u cilju podizanja nivoa industrijske bezbednosti na lokaciji seveso postrojenja - primeri iz prakse
The importance of environmental engineering for the creation of documents for accident management with the objective of raising the level of industrial safety at the location of the seveso plant: Examples from practice

Abstract
U Republici Srbiji postoji zakonska regulativa kojom se seveso operateri obavezuju da izrade dokumenta za upravljanja udesom. Za seveso postrojenja višeg reda izrađuju se Izveštaj o bezbednosti i Plan zaštite od udesa a za seveso postrojenja nižeg reda Plan zaštite od udesa. Navedenu dokumentaciju izrađuje multidisciplinarni tim (inženjeri tehnologije, zaštite životne sredine, zaštite na radu i drugih profila koji se profesionalno bave zaštitom životne sredine) kojim rukovodi odgovorni projektant - inženjer koji, prevashodno, poseduje licencu za tehnološke procese Inženjerske komore Srbije. U radu je dat pregled aktivnosti i rezultata istraživanja članova tima na lokaciji postrojenja i u okruženju, koji su osnova za izradu navedenog dokumenta i njegovog ključnog dela - Programa i plana za odgovor na udes. Program sadrži pisana precizna uputstva za uvežbavanje i reagovanje odgovornih lica i ekipa operatera za pravovremen i efikasan odgovor na udes po metodologiji "ko radi" - "šta radi". Uputstva su izrađena za konkretne unapred simulirane scenarije mogućih udesa i predviđanja njihovih posledica. Prikazani su i primeri iz prakse -mape povredivih zona uticaja toksičnog oblaka metana u slučaju udesa/isticanja prirodnog gasa na lokaciji toplane. Rezultati radnog tima ukazuju na značajan doprinos ekološkog inženjerstva izradi dokumenata za upravljanje udesom i podizanju nivoa bezbednosti na lokaciji seveso postrojenja.
Sažetak
In the Republic of Serbia, there is a legal regulation that obliges all seveso operators to prepare documents for accident management. A Safety Report and an Accident Protection Plan are drawn up for higher-order seveso plants, and an Accident Protection Plan is drawn up for lower-order seveso plants. The aforementioned documentation is prepared by a multidisciplinary team (engineers of technology, environmental protection, occupational safety and other profiles who professionally deal with environmental protection) led by a responsible designer - an engineer who, above all, holds a license for technological processes of the Engineering Chamber of Serbia. The paper provides an overview of the activities and research results of the team members at the site of the plant and in the surrounding area, which are the basis for the development/creation of the aforementioned document and its key part - the Accident Response Program and Plan. The program contains written precise instructions for training and responding of responsible persons and operator teams for a timely and efficient response to an accident according to the "who does" - "what does" methodology. The instructions are prepared for specific pre-simulated scenarios of possible accidents and predictions of their consequences. Examples from practice are also presented - maps of vulnerable zones of influence of the toxic methane cloud in the event of an accident/leaking of natural gas at the location of the heating plant. The results indicate a significant contribution of environmental engineering to the creation of accident management documents and to raising the safety level at the seveso plant location.
