Application of multi-criteria decision-making methods in the selection of a sustainable solution in urban planning
Sažetak
Kompleksnost građevinskih investicija usmjerenih na dugoročnu održivost u prostoru obilježenom pluralizmom interesa dionika predstavlja složen poslovni proces. Ovaj proces obuhvaća niz polustrukturiranih i nestrukturiranih zadataka koji zahtijevaju cjelovit pristup i razmatranje kroz više različitih kriterija. Takva situacija ukazuje na potrebu za višedisciplinarnim pristupom u promišljanju, planiranju i realizaciji, pri čemu se logično nameće korištenje metoda višekriterijskog odlučivanja - bilo samostalno ili kao dio upravljačkih informacijskih sustava. Na primjeru urbane regeneracije prostora lijevaonice OLT-a u Osijeku prikazana je primjena metoda višekriterijskog odlučivanja s ciljem odabira održivog rješenja pri urbanističkom planiranju. U tu svrhu razvijena je hijerarhijska struktura ciljeva koja, uz tehničke kriterije, integrira ekološke, ekonomske i društvene aspekte. Ovaj pristup temelji se na metodama AHP (Analitički hijerarhijski proces) i PROMETHEE (Preference Ranking Organization Method for Enrichment Evaluations) te njihovoj sinergijskoj primjeni unutar koncepta za podršku odlučivanju. Primjena ovih metoda stvara okruženje koje omogućuje donosiocima odluka kvalitetno i konzistentno rješavanje složenih, višedisciplinarnih zadataka, pružajući cjelovita i održiva rješenja prilagođena specifičnim izazovima urbanističkog planiranja.
Abstract
The complexity of construction investments aimed at long-term sustainability in an area characterized by pluralism of stakeholder interests represents a complex business process. This process includes a number of semi-structured and unstructured tasks that require a comprehensive approach and consideration through a number of different criteria. Such a situation indicates the need for a multidisciplinary approach in thinking, planning and implementation, where the use of multi-criteria decision-making methods is logically imposed - either independently or as part of management information systems. Using the example of the urban regeneration of the OLT foundry in Osijek, the application of multi-criteria decision-making methods with the aim of selecting a sustainable solution in urban planning is presented. For this purpose, a hierarchical structure of goals was developed which, in addition to technical criteria, integrates ecological, economic and social aspects. This approach is based on the AHP (Analytic Hierarchy Process) and PROMETHEE (Preference Ranking Organization Method for Enrichment Evaluations) methods and their synergistic application within the decision support concept. The application of these methods creates an environment that enables decision makers to solve complex, multidisciplinary tasks with quality and consistency, providing complete and sustainable solutions adapted to the specific challenges of urban planning.
