The protection of natural resources and sustainable territorial development of the Zvezdara urban forest: The experiences from the urban planning studio

Zvezdarska šuma je zaštićeno prirodno dobro i značajna komponenta sistema zelenih površina Beograda. Pored posebnih prirodnih i kulturnih vrednosti, područje Zvezdarske šume karakteriše raznolikost javnih sadržaja, posebno iz oblasti nauke i istraživanja, obrazovanja i vaspitanja dece. Šire okruženje Zvezdarske šume odlikuje velika raznolikost urbanog tkiva, kako različita horizontalna i visinska regulacija i blokovi u transformaciji sa nekompletnom urbanom matricom. Imajući u vidu njen položaj u gradu i značaj, područje Zvezdarske šume je pretrpelo različite pritiske pretežno stambene nelegalne izgradnje, kako unutar granica Zvezdarske šume tako i na njenim rubovima. Složenost područja, različiti interesi i prostorni konflikti, zahtevaju poseban pristup problemu održivog teritorijalnog razvoja područja i zaštite postojećih zelenih površina. Ovaj rad se bavi specifičnim metodološkim i kreativnim pristupom urbanom planiranju zaštićenog područja Zvezdarske šume i rezultatima rada studenata u okviru predmeta "Održivi teritorijalni razvoj" na Univerzitetu u Beogradu - Arhitektonskom fakultetu. U okviru predmeta "Održivi teritorijalni razvoj" na Univerzitetu u Beogradu - Arhitektonskom fakultetu, studenti su kreirali savremena urbanistička rešenja u sprezi sa zaštićenim prirodnim ambijentom, potrebama i interesima lokalne zajednice, prethodno analizirajući teorijski i planski osnov, prikupljene informacije sa terenskog istraživanja i uočene probleme i potencijale lokacije. Predložena rešenja, u kontekstu održivog urbanističkog planiranja i projektovanja, definisana su u skladu sa mogućnostima i ograničenjima prostornog, ekonomskog, kulturnog i socijalnog razvoja područja Zvezdarske šume.
Abstract
The Zvezdara urban forest is a protected natural asset essential to Belgrade's green area system. In addition to unique natural and cultural values, the area of the Zvezdara Forest is characterised by a variety of public facilities, especially in the fields of science and research, education and children's daycare. The broader environment of the Zvezdara urban forest is characterised by a great variety of urban fabric, different horizontal and height regulation and blocks in transformation with an incomplete urban matrix. Considering its importance and position in the city, the area of Zvezdara Forest has suffered various pressures from primarily residential illegal buildings, both within the borders of Zvezdara Forest and on its edges. The complexity of the area, different interests and spatial conflicts require a unique approach to the problem of sustainable territorial development of the area and protection of existing green areas. This paper deals with a specific methodological and creative approach to the urban planning of the protected area of Zvezdara Forest and the results of students' work on the subject "Sustainable Territorial Development" at the University of Belgrade - Faculty of Architecture. Students created contemporary urban solutions in conjunction with the protected natural environment and needs and interests of the local community, having previously analysed the theoretical and planning basis, collected information from field research, and observed problems and potentials of the location. In the context of sustainable urban planning and design, the proposed solutions are defined following the possibilities and limitations of the spatial, economic, cultural and social development of the Zvezdara Forest area.
