Sažetak
Ovaj rad prikazuje primer projekta parcelacije i preparcelacije naselja Brankovine u Trebinju. Naselje Brankovine, kao deo šireg urbanog područja Trebinja, se suočava sa izazovima vezanim za neusaglašenost između urbanističkih planova i stvarnih procesa parcelacije i preparcelacije. Na osnovu trenutnog stanja parcelacije i preparcelacije u naselju Brankovine, utvrđivanje glavnih faktora koji utiču na ove procese i predlozi mogućih mera za unapređenje urbanističkog planiranja i upravljanja zemljištem. Rad će sadržati kako sadašnje stanje utiče na strukturu naselja, kvalitet života stanovnika i održivost lokalne zajednice. U istraživanju koristićemo analizu urbanističih planova i dokumenata i terenski pregled kako bi se prikupili relevantni podaci o postojećoj parcelaciji i preparcelaciji u naselju Brankovine. Identifi kovani su problemi kao što su neadekvatna infrastruktura, nejednaka raspodela zemljišta i nedostatak planiranja. Ovi problemi mogu imati dugoročne posledice po održivost naselja i kvalitet života stanovnika. Na osnovu analize, zaključujemo da je neophodno preduzeti korake ka unapređenju procesa parcelacije i preparcelacije u naselju Brankovine radi postizanja održivog urbanističkog razvoja. Predlažemo saradnju sa lokalnom samoupravom i primenu određenih administrativnih procedura kako bi se prevazišli identifi kovani problemi i osigurala dugoročna održivost naselja.
Abstract
This written work researches processes of parcelling and reparcelling in the Brankovine settlement in Trebinje, Bosnia and Hercegovina, intending to analyse the urban development and settlement sustainability. The settlement of Brankovine, as part wider urban area of Trebinje, faces challenges related to inconsistency between urban plans and the actual processes of parcelling and reparcelling. The aim of this research is the analysis of the current state of parcelling and reparcelling in the settlement of Brankovine, determination of main factors that influence these processes and suggestions for possible provisions to improve urban planning and land use. Through a detailed analysis, this written work will contain the way of how these processes affect the settlement structure, the quality of life and the sustainability of the local community. In this research, we use the analysis of urban plans and documents and terrain surveys material to collect the relevant data on the existing parcelling and reparcelling in the settlement of Brankovine. Problems have been identified, such as: inadequate infrastructure, unequal land management and lack of planning. These problems may have long-term consequences for the sustainability of the settlement and the residents' quality of life. Based on the analysis, it is necessary to take steps to improve the parceling and re-parceling process in the settlement of Brankovine to achieve sustainable urban development. We propose cooperation with the local self-government and the application of certain administrative procedures in order to overcome the identified problems and ensure the long-term sustainability of the settlement.
